Charges for Church

We are getting married in a church in Basingstoke. The vicar has given us a long list of charges. I can understand paying extra for cleaning, bell ringers, the organist and if we want the choir, but we have to pay extra for the photographer to be allowed to take photos. Has anyone else come across this?
While talking money, the other thing worth checking is whether there will be a collection at the end of the service, and what it will be for. I went to a wedding last summer where the vicar made a real issue about us digging deep for the collection plates at the exit, and it was for a really obscure charity. We all donated (and in our case it wasn't a charity we supported) because we thought it was the bride and grooms wishes and a charity close to them. It wasn't, and the bride was understandably upset as she felt her guests had been exploited.
As a wedding photographer i personally have never been asked for or know that any of my bride & groom's have been required to pay a fee for the photographer. Although i do know that some videographers have been charged. It maybe just down to each specific vicar some choose to charge and some don't i don't really know. With regard to flash photography, every church wedding i have photographed the vicar has insisted that no flash is to be used during the ceremony, after the ceremony is fine but that doesn't tend to be that many.
